The Berlin wall (mostly) worked because it had guard towers so that the whole wall was constantly under observation. We certainly cannot afford this on-going cost. The current response time for many parts of the wall is hours—plenty of time to bring a long ladder.

A slatted wall (necessary for wildlife migration) allows drugs to just be passed through the slats, so the wall does not stop drugs either.
